Help for a displaced person: how to receive social payments without a passport
The head of the “Nova Peremoha” NGO Serhiy Slychko talked about the most important aspects of obtaining the status of an internally displaced person, including cases when all the documents were destroyed.
“I have repeatedly met people who believe that you can’t apply for the IDP status if you lack some or all documents, especially documents of the place of residence registration. But actually you can! Even if you did not have official registration, and you were forced to leave your city, you have the full right to register your status and get payments you’re eligible for,” the head of the NGO emphasized.
As Serhiy Slychko noted, even those who have changed their place of residence within the same city have the right to official registration as an IDP. Thanks to official registration, you can receive monthly payments from the state totalling UAH 2,000 per adult. Children and people with disabilities receive UAH 3,000. Apart from the state, various international organizations also provide financial support, prioritizing IDPs. International aid can be received through the eDopomoga service.
There are two options for registering IDP status. The first is through the Diya application. This feature is available in the Services section. In the application, you must indicate the place where you left for, whether you have children, what additional help is needed, and the number of bank account and contact details. When filling out the application, you must be within a radius of 5 km from the place you indicate as a new home. The application is submitted automatically. Once your status is approved, the certificate will automatically appear in the Diya app.
The second way is to visit the Administrative Services Center or the city or village council and fill out the application. You must have a passport or any other document confirming your identity. You must also provide a document confirming that you lived in the settlement you left.
“What to do when you lost your documents or did not have official registration? In case of loss of documents, it is necessary to contact the State Migration Service to obtain new ones. You need to get a document confirming the issuing of a passport at the State Migration Service, and then proceed with the IDP certificate.
If you did not have official registration, you must provide proof that you lived in the city you had to leave. It can be a military ID, employment record, medical documents, education documents or even a video or photo. If you have a child, it can be a document of enrollment of the child in school or kindergarten,” said Serhiy Slychko.
