How to receive compensation for destroyed housing

The head of the “Nova Peremoha” NGO Serhiy Slychko spoke about the conditions of getting compensation for housing damaged or destroyed due to military action.

Compensation for housing destroyed during the war is funds that citizens of Ukraine receive from the state for apartments or private houses destroyed as a result of war.

“First of all, the process of receiving compensation is far from simple and will require some time to prepare a package of documents. But the compensation mechanism is working, and some citizens are already receiving funds. To receive funds for a destroyed housing, one must apply to the local authority or Administrative Services Center in the region where the residence was located, with a package of documents. Prepare to pay several visits to those institutions,” emphasized Serhiy Slychko.

Here’s a list of documents required to receive a compensation:

  • an application for a housing inspection
  • a copy of the Ukrainian citizen passport
  • identification code
  • notarized documents about housing ownership

You can also report a destroyed home through the Diya mobile application. Approximately 5 calendar days from the moment of submitting the application, you’ll receive notification about when the housing inspection will take place. Local authorities are given 30 calendar days to conduct an inspection. After inspecting the destroyed housing, the local authorities must provide two documents within three days:

  • a certificate of inspection of the housing
  • a certificate that you are recognized as a victim of an emergency situation – war

As the head of the NGO noted, after that you should contact the state registrar and make changes in the State Register of Real Estate Rights to terminate ownership of the destroyed housing. For this, you need to have two documents with you:

  • a certificate of inspection of housing
  • a document confirming your ownership of real estate

Then you will once again have to contact the local authorities or Administrative Services Center and submit the collected documents:

  • application for compensation
  • a copy of the certificate stating that you are recognized as a person affected by an emergency
  • a copy of the housing inspection report
  • an extract from the State Register of Real Estate Rights stating that your right to this property has been terminated

“Within three days from the date of the decision of the specially created commission under the regional or military administration on the appointment or refusal to award compensation, you will be sent a copy of the decision. If everything is fine, the decision will mention the size of the payment. Money for housing lost during the war will go to the account that was specified when writing the application. I hope that you will never need the described procedure, but if such a need arises, you will be able to receive compensation faster, now that you are familiar with it,” concluded Serhiy Slychko.
